The Office provides the strategic vision, leadership, and support necessary for artistic and academic success.
Primary Description of Work The primary purpose of this position is to establish and maintain a positive working relationship with the University's financial and auditing personnel. Conducts budget analysis and develops short and long-range budget and expense single-source and multiple-source projections for budget planning. Additionally, this position will have oversight for the Center of Design Innovation (CDI) a partnership between the University of North Carolina School of the Arts (UNCSA) and Winston-Salem State University (WSSU). All Business Officers within the Provost Office's scope of responsibility will have a dotted line to this role.The Director of the Provost Budget supports all departments reporting up to the Provost Office and the by providing strategic budget planning and financial management. This position is responsible for the CE daily financial management and business operations. This includes advising, consulting, and assisting all areas with policies, procedures, and enhancements relating to financial matters and solving problems while maintaining compliance with university, state, and federal regulations. This position serves as an active member of the Executive Vice Chancellor and Provost senior leadership team providing strategic financial planning guidance and direction. This position also directly supervises 2 full-time staff members at CDI and oversees and evaluates their performance.

Description of Responsibilities and Duties Leadership/Supervision
Serves as a member of the provost's leadership team and participates in appropriate meetings focused on university strategy, planning, student success, performance facilities management, student housing, health services and institutional effectiveness.
Provides assistance to all units and business officers that fall under the purview of the provost in the areas of budget planning, management, and hiring, in order to establish consistency and continuity within the division.
Assists with leadership, direction, and coordination of academic and student affairs budgeting and administrative planning.
Recommend long-range financial and operational strategies to achieve University goals
Oversees the Provost Office's budget review of annual endowed professorship plans. Supervises a centralized business officer within the Office of the Provost.
On behalf of the provost, supervises operational staff members for the Center for Design Innovation (CDI).
Budget Operations
Conducts divisional-level review, analysis, and approval of the all-funds budget process, ensuring provost units adhere to budgeting best practices, optimize resource management, and identify cost-saving measures to align budgets with strategic goals and initiatives.
Oversees the preparation and maintenance of monthly reconciliation and expenditure reports for each provost unit.
Works collaboratively with vice provosts, academic units, and other university leaders to establish, maintain, and monitor funds including state, institutional trust, foundation, and grants.
Approves all budget transfers and fund reallocations that have a reoccurring impact.
Fiscal Management and Planning
In consultation with the provost, develops and creates budget plans for the Office of the Provost, including academic affairs, student affairs and enrollment management to determine and monitor annual allocations for each of the departments.
Works collaboratively with vice provosts for academic affairs, student affairs and enrollment management to integrate fiscal planning in the development of new programs or the expansion of existing programs.
Works closely with provost and deans of academic units (Division of Liberal Arts; High School Academic Program; Schools of Dance, Design and Production, Drama, Filmmaking, and Music, Library; and Performance Facilities) to develop and create annual budget plans, providing a high level of budgetary insight and analysis.
When necessary, assesses vacant faculty and staff positions to determine budget realignments.
Provides financial projections and analysis, reflecting the impact of proposed programs and projects and offering alternatives and recommendations.
Proactively identifies areas of concern and confers with the provost and deans for resolution and implementation.
In collaboration with the campus budget director, provost and vice chancellor for finance and administration, interprets and disseminates university and state policies and procedures related to the budget process.
Plans, directs, and supports the implementation of fiscal procedures, methods, and systems in all provost units.
Provides oversight to all provost units during the annual Campus Initiated Tuition & Fee Increase (CITI) process.
Coordinates the preparation of all budget reports including the annual state continuation and expansion, Institutional Trust Funds (ITF), and strategic priority budget for the Office of the Provost.
Student Affairs
Serves as a strategic thought partner with the Vice Provost for Student Affairs in addressing complex fiscal issues.
Offers budgetary options and alternatives based on data trends, benchmarking, risk assessments and inputs from multiple sources related to college and high school housing and the Wellness Center.
CDI (Center for Design Innovation)
In collaboration with the provost and chancellor, fosters a collaborative working relationship with Winston Salem State University to enhance the visibility of CDI.
Oversees the day-to-day operational functions of CDI and fiscal management.
Approves external facility rental/usage request ensuring the purpose aligns with the strategic mission and goals of CDI.
Minimum Qualifications
Master's Degree or Bachelor's degree in finance or accounting or related field.
Minimum five (5) to (7) years of successful budget management experience or related experience in higher education, with a preference for direct budget experience in the UNC System.
Considerable knowledge/experience with Banner Finance and Banner HR.
Considerable knowledge/experience with SHRA and EPS position management.
Considerable knowledge/experience with Microsoft Office.
